Vietnam Becomes the First ASEAN Comprehensive Strategic Partner of the EU — A New Era for Bilateral Cooperation

Vietnam and the European Union (EU) are entering a new chapter of engagement as Vietnam prepares to become the first ASEAN country to be granted the status of “Comprehensive Strategic Partner” by the EU. This historic elevation of bilateral ties comes during the official visit to Vietnam by President of the European Council António Costa on January 29, 2026 — a significant diplomatic milestone following Vietnam’s successful 14th National Congress of the Communist Party.

For over three decades, relations between Vietnam and the EU have evolved from initial humanitarian support to robust cooperation spanning trade, investment, and political dialogue. Foundational agreements such as the EU–Vietnam Free Trade Agreement (EVFTA) have played a key role in boosting economic exchange, creating opportunities for businesses on both sides.

A major highlight is the education and technology cooperation on semiconductor workforce development. The EU pledged support through joint initiatives worth over €54 million to train 50,000 semiconductor technicians and engineers, a crucial step for Vietnam’s ambitions in high-tech industries.

In addition, the EU encourages Vietnam’s active participation in Horizon Europe, the bloc’s flagship research and innovation program. Upcoming memoranda of understanding (MOUs) aim to strengthen expert exchanges and collaborative research in artificial intelligence (AI), semiconductors, and cutting-edge technologies.

3. Peace, Security, and Global Rules-Based Order

The third strategic pillar emphasizes shared commitments to peace, security, and international law. Vietnam has increasingly participated in UN peacekeeping missions and EU-supported initiatives, demonstrating its role as a constructive partner on global security challenges. Enhanced cooperation in maritime security underscores Vietnam and the EU’s mutual interest in a stable Indo-Pacific region.
